The Vancouver Coastal Health Authority (VCH) is one of British Columbia’s Health Authorities. It is responsible for the delivery of $3.4 billion in community, hospital and residential care to more than one million people in communities including Richmond, Vancouver, the North Shore, Sunshine Coast, Sea to Sky corridor, Powell River, Bella Bella and Bella Coola.
On July 7, 2015 VCH released the report of an investigation into why one of their media spokespeople told the truth in 2012. The three year meticulous, exhaustive investigation was unable to conclude why the spokesperson told the truth. VCH issued a highly qualified, carefully worded safety blanket apology to their stakeholders, and made a commitment to never tell the truth again.

The investigation was launched after comments made by VCH spokesperson Anna Marie DAngelo about the VCH administered George Pearson Centre. George Pearson Centre is a 63 year old, 114 bed extended care hospital for adults who have disabilities, are medically fragile and have complex needs. In the May 17, 2012 edition of the Vancouver Courier, it reported that D’Angelo recognizes the facility [George Pearson Centre] is not meeting the needs of patients.
We wanted to find out why this deeply disturbing event occurred, said new VCH spokesperson Slobodan Pettifog at the press conference to release the highly redacted report. But, unfortunately, the records that survived were unable to answer this troubling question of why our spokesperson told the truth. We appreciate how distressing this was for our Board of Directors, the senior executive team, the Deputy Minister of Health and the Premiers Office, given that VCH has stated for years that George Pearson Centre has world class patient-centred care.
We want to assure our Board of Directors, the senior executive team, the Deputy Minister of Health and the Premiers Office that, to the best of our ability, we will never allow a similar mistake to be made again, Mr. Pettifog said, his voice quavering with emotion.
According to an April 19, 2013 blog on the Pearson Residents Website:
The building [George Pearson Centre] is old and one problem crops up after another. Residents share bedrooms and bathrooms and few get any privacy imagine having 30 roommates! Its designed and run like a hospital acute care stylewhich as you can imagine doesnt merge well with basic human desires for independence, privacy and home.
When asked why VCH continues to admit vulnerable people to George Pearson Centre even though it does not meet their needs, Mr. Pettifog replied: Dont let the facts get in the way of the truth.
